Temporary grant stop
Due to national COVID-19 measures, our programme's partner and funder the Ministry of Foreign Affairs has asked us to stop all granting until 17 April 2020. This means that we will not grant any scholarships, group training or institutional collaboration projects during this period. We are in close contact with the Ministry to provide them with the requested financial overview and inventory on how the current crisis and taken measures impact our programme. The goal of the Ministry is to get a full financial overview of all programmes managed on their behalf.

We understand any concerns and apologize for the inconvenience that might occur. We aim to resolve the uncertainties that come with this situation as soon as possible. Please do bear in mind that the measure taken is temporarily. We will keep you informed through our Programme Updates and our Corona webpage. Please feel also free to contact your Country Programme Manager or Programme Manager in case you have a specific question.

Our programme plans for Q2
On 31 March our plans for the second quarter of 2020 (Q2) for the Orange Knowledge Programme were published in the 'Staatscourant' (Government Gazette), click here for English translation.  

In short:
  • Individual scholarships (short courses and Master's) are no longer available for Indonesia;
  • For short courses we have  € 1,400,000 of which € 250,000 will be available for the focus countries Jordan, Lebanon, Egypt, Palestinian Territories, Burkina Faso, Ethiopia, Mali, Nigeria and Niger, provided we receive enough qualified applications;
  • For Master's degrees we have € 1,050,000 available, of which € 120,000 will be available for the focus countries Jordan, Lebanon, Egypt, Palestinian Territories, Burkina Faso, Ethiopia, Mali, Nigeria and Niger, provided we receive enough qualified applications;
  • 9 calls for TMT+ proposals in Full Programme Countries with a total budget of € 3,025,000;
  • A total budget of € 1,100,000 for an institutional collaboration project in Jordan.

Institutional Collaboration
New calls for institutional collaboration projects

We published the following calls for institutional collaboration projects:

Sahel - Sexual and Reproductive Health and Rights - call 10053 

Strengthening capacity of technical and vocational secondary education for developing a
sub-regional approach to strengthening the community security and rule of law. For more information check the Context document for the Sahel. 
Funding available is EUR 1,000,000 , co-funding is encouraged. 
Closing date for submission: 8 June 2020, 11:00 AM CET 

Sahel - Security and Rule of Law - call 10059

Institutional Collaboration
Extended time for reporting 

Please note that due to the COVID-19 corona virus outbreak, we extended the reporting deadlines of the institutional collaboration projects that were supposed to submit their project's report between 12 March 2020 and 6 April 2020. These projects get 2 weeks extra time. For example, if you were supposed to submit a report on 30 March, your new deadline is 13 April. If you are not sure your project benefits from this extension period, please contact okp@nuffic.nl.

Individual Scholarships
Continuing courses online

As a result of the COVID-19 outbreak, many course programmes followed by scholarship holders have been interrupted halfway through, cancelled prior to the start or postponed to a later date. Since it is in all of our best interests to make sure that as many people as possible will be able to follow the course programmes they received their scholarships for, we would like to confirm that we encourage the development of online alternatives for the courses affected by the current situation.

We approve the replacement of face-to-face courses by online courses, on the condition that
1) the content of the course remains similar;
2) the total duration of the course stays the same;

Financial consequences for the scholarships concerned need to be determined still, as unforeseen costs have to be made and/or other expenses may have become unnecessary due to the current situation. 

Please note: it applies to all (parts of) courses scheduled between mid-March and 1 September 2020.

Changes Grant Obligations & Conditions  

The official end date for the Orange Knowledge Programme is set for 31 December 2022. In order to allow master’s programmes with a duration of 12-24 months to participate in Round 1 of 2020, we had to make some changes to the obligations and conditions applying to this round.  
 
The changed conditions are as follows: 

  • The grant period is the nominal course duration (Article 3.2);
  • For Master’s programmes, this means that we no longer offer a standard three month unfinanced extension after the end date of the course. Institutions can still use the option ‘graduation – expected shortly’ when reporting in case of an unfinanced delay;
  • For Master’s programmes, we no longer offer financed extensions.

Discussing the programme's end date

We recently organized 2 discussion meetings with Dutch education institutes on the implications of the new end date of the Orange Knowledge Programme which is 31 December 2022. What does it entail for the upcoming scholarship application rounds and what are the consequences for the educational institutions?

Important outcomes:
  • 2 extra application rounds for short courses included: August 2021 and November 2021;
  • 9 October 2022 is the reporting deadline for Master's and short courses (for grants with an end after 9 August 2022);
  • Extensions for Master’s (financed or unfinanced) are not possible anymore.
